What counts as a modded Rust server?

A server is modded when it changes how the game plays. Raised gather rates, kits, shops, teleports, altered loot tables and custom modes all count, and Facepunch's rules require servers that do this to sit in the Modded tab. Plugins that only touch chat or admin tools do not move a server out of the vanilla tab.

Do modded servers wipe blueprints as well as the map?

That is each owner's decision, so it varies. The monthly force wipe on the first Thursday resets the map on every server, modded or not, but whether blueprints go with it is set in the server's own configuration. Look at the wipe history on the server's page, or its description, before you commit to a build.

How often do modded Rust servers wipe?

Weekly and fortnightly wipes are common, and servers with very high rates may reset daily. Published schedules are less common than on vanilla servers, so the Next wipe column here is an estimate drawn from past behaviour rather than a promise. The server's own page shows when it actually wiped last time.

Do I need to install anything to join a modded server?

No. The changes live on the server side, so you join from the normal Rust client the same way you would join any other server. There is nothing to download and no separate launcher.
